The Commonwealth Education Ministers conceived the idea of the [http://www.col.org/colweb/site/pid/100 Virtual University for Small States of the Commonwealth] (VUSSC) at their meeting in Halifax, Canada, in 2000. The [http://www.col.org Commonwealth of Learning] extended a formal [http://www.col.org/colweb/webdav/site/myjahiasite/shared/docs/VUSSCinvitation.pdf invitation] to the Education Ministers of the small states to particpate in this initiative aimed at expanding access to education enabled by appropriate ICTs. VUSSC member countries met in Singapore on two occasions signing a [http://www.col.org/colweb/webdav/site/myjahiasite/shared/docs/VUSSC_Letter_of_Intent_v3.pdf Letter of Intent] as well as the [http://www.col.org/colweb/webdav/site/myjahiasite/shared/docs/VUSSC_Singapore_Statement_v3.pdf Singapore Statement]. 

The VUSSC is a network committed to the collaborative development of free content resources for education.
